Players are able to warp to the afk area without using the afk command.
These are not hacks.

I don't think this is evidence in hacking. Hacking would be like noclipping, infinite hp/mana, high defense, anything that looks impossible to do. That kind of hacking is modding lol . Another kind of hacking is being a different rank or accessing your computer files.
EDIT: I found evidence you can talk in afk. There is a warp to it. You need a warp for it in order to even have an afk zone. Just do /warp afk. BTW even if he WAS hacking you aren't really following the format so we know what rank he is in-game or some real evidence. Like have you ever seen someone talk in afk before? I recently tried /warp afk and it worked.
