Offensive Building by Gunner5411- Bad Enough to Ban?

What has this player done?: Built a "FUCK U" pixel art

What is this player's ranking position in game?: Citizen

Additional information: He is relatively active on server, I am surprised he would do something like this. But my main question is, is this severe enough to have him banned? Or should we give him a second chance? EDIT: I have also found evidence of Gunner griefing. I suggest he be banned.
