Restrict King/ Queen Statues?

I was just on the server, and a few players were complaining that they couldn't get the King and Queens statues at /warp npcs to work. Every tiem they summoned an npc, it was almost immediately teleported elsewhere. So , I scoured the map, and found this...



I believe (correct me if I am wrong) that only Builders and up can use King and Queen statues. However, if Builders misuse (I will not say abuse) King and Queen statues like this, perhaps we should restrict these statues even more. It is ok if this only happens once, but if something like this keeps happening repeatedly, Staff will repeatedly have to scour the entire world for a mere two statues just so they can shut it off. It could turn out to be quite time consuming. So, should we ban King and Queen statues from Builders, or should we trust that they will learn and not do something like this again? (keep in mind that not all Builders have a forum account.)

You aren't able to modify spawn.
But yes removing them would be appreciated.
