Server & Forum Maintenance 01/01/2013

Sign automatic protection has been removed from Citizens and given to Active Citizens, due to constant sign abuse.
Forum Application Format & Requirements changed a bit.
New Map has been put in place in-game. (2013 theme!)
NPC Area added! (/warp npcs)
/warp ranks updated descriptions, I realise some of the signs were out dated.
December's Map added to the map archives, along with a picture.
