Added No Buff abuse to server in-game rules, since it came to my attention that players can buff curses on others. (Players caught buff abusing/buffing those who do not wish to be buffed will be demoted.)
Most wire items unrestricted since the only harmful part of the wire is really the wire itself, plus the tools used to place the wire.
Staff List moved to General Discussion in a sticky post since it's annoying to re-create a new photo every time someone is promoted.
